That’s exactly a thing I want to do. But why the quality of images is very bad on iCloud Drive compare to original images

This shortcut doesn't encode images in any way, it just uses the integrated function to save images to iCloud. If there is any compressing happening in the background I'm not aware of that, and it's on Apple's behalf. You can try modifying the shortcut using any other cloud service as the destination to save renamed pictures, maybe that will help you.
